In the first ten years of its existence, the OWCN sponsored the construction of three major rehabilitation facilities and provided funds for improvements at many existing facilities. 

All of OWCN's facilities are maintained in a constant state of readiness, and wildlife caregivers are available 24 hours per day, 365 days per year. Once the OWCN has been activated for response, wildlife personnel are able to arrive at a spill site within 12 hours, if required.

OWCN member organizations

OSPR/OWCN Primary Care Facilities

Three facilities, the Marine Wildlife Veterinary Care and Research Center (Santa Cruz), the San Francisco Bay Oiled Wildlife Care and Education Center (Fairfield), and the Los Angeles Oiled Bird Care and Education Center (San Pedro), were build by the OSPR and OWCN in the period between 1994 and 2001. The Santa Cruz facility is designed for treatment of sea otters and marine birds. The San Francisco and Los Angeles facilities are each designed to accommodate up to 1,000 birds, and are managed by the International Bird Rescue Research Center, a crucial participant in the OWCN.

Participant Primary Care Facilities

Participant-managed facilities include locations throughout California, and are used for local response and overflow capacity during large spills elsewhere in the state. In many cases the OWCN has provided funds for construction or upgrading of oiled wildlife treatment facilities.

Participating Organizations

Other wildlife organizations in California have joined the OWCN in order to provide staff and volunteers during an oil spill response, but OWCN has not provided funds for capital improvements.
